Recently MCMC announced that 55 5G use cases will be demonstrated that covers nine verticals, including smart city. It will be good to see the proposed projects that are related to smart city and mechanism to gauge the smart city readiness. The Malaysia Smart City Framework has a section that describes the indicators for smart city. It is a good reference to start on gauging the readiness.
